It is the conditioning involved. It is the upbringing on materialism, the detraction from opposition (punishable by law in a law made by the government), doing things for 'the greater good'; but what IS the greater good?
You can say that one has free will, but choosing to oppose the set of established rules will greatly limit your chances of success; and such limitations are not coincidental. Metaphorically, it's like playing a game of chess. You can have 'free will' to move the pieces as you wish in your quest for individualism, but at the end of the day, you will still lose the game, even if you think you've won.
The society of Singapore was built on a functionalist perspective, with the operational objectives taking priority over the individual. No matter how hard we try to escape it, a country is shaped by its society, and our Singaporean society is largely - not entirely - shaped by the rules set down by our government; a state of class consciousness, so to speak.
Society should be a canvas; not a factory line. The belief in the timeless mantra "The choice is up to us" would only hold merit if, in choosing our own way, we are given a fair chance of success and a leeway for flexibility and creativity. The problem is, our society has been conditioned to believe that going against the grain means imminent failure.
